Regular Council Meeting

BE IT RESOLVED THAT: The agenda be approved as amended pursuant to the addendum.

BE IT RESOLVED THAT: Council do hereby adopt the minutes of the Regular Council Meeting held on February 24, 2026, as circulated.

BE IT RESOLVED THAT: Council do hereby receive the Marsville Water System Annual Report Letter and Annual Summary Report for 2025 as prepared and presented by Dufferin Water Co Limited; And further that the reports be made available for review by the public and posted on the Township website accordingly.

BE IT RESOLVED THAT: Council of the Township of East Garafraxa supports and endorsees the Town of Mono resolution calling on the province to extend the annual OCIF envelope at not less than $400 million beyond its current five-year term ending in 2026, with no reductions in subsequent provincial budgets; And that the total annual OCIF envelope, and each individual municipal allocation, be indexed to the Ontario Consumer Price Index (CPI).

BE IT RESOLVED THAT: Council receive the RSSB Annual Event 2026 Report for information.

BE IT RESOLVED THAT: Council receive the 2025 Report on Development Charges.

BE IT RESOLVED THAT: Council receive the 2025 Report on Council Remuneration, as amended.

BE IT RESOLVED THAT: Council of the Township of East Garafraxa do hereby support the Grand Valley Agricultural Society sponsorship request for the 2026 Grand Valley Fall Fair in the amount of $250.00.

BE IT RESOLVED THAT: Council of the Township of East Garafraxa do hereby support the Westside Secondary School donation request for the 2026 Commencement Ceremony in the amount of $150.00.

BE IT RESOLVED THAT: a Closed Meeting of Council be held pursuant to Section 239 of the Municipal Act, 2001, as amended, with respect to the following matters(s): 16.1 Adoption of Closed Meeting Minutes 16.2 Universal Sand and Gravel; Aggregates Resources Act License Amendment / Development Agreement A position, plan, procedure, criteria or instruction to be applied to any negotiations

BE IT RESOLVED THAT: Council do hereby resume regular business in open session. Staff and Consultants instructed in accordance with Closed Meeting discussions; And further that the Greenwoods Holding Zone Removal Application related to the Greenwoods Site Plan Agreement and Development Agreement be brought forward to the March 24, 2026 Council Meeting for consideration, provided that the payment of costs and performance guarantee pursuant to the terms of the Site Plan Agreement be paid.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a to adopt the estimates for the sums required during the year 2026 for general purposes of the Township of East Garafraxa, and that it be given the necessary readings and be passed and numbered 10-2026.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a by-law to provide for the for the levy and collection of taxes required for the Township of East Garafraxa for the year 2026, and that it be given the necessary readings and be passed and numbered 11-2026.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a By-Law to authorize the Corporation of the Township of East Garafraxa to enter into a Site Plan Agreement with : Community Living Dufferin, and that it be given the necessary readings and be passed and numbered 12-2026.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a by-law to confirm the proceedings of the Council of the Corporation of the Township of East Garafraxa at its meeting held on March 10, 2026, and that it be given the necessary readings and be passed and numbered 13-2026.

BE IT RESOLVED THAT: Council do now adjourn to meet again for the Regular Council Meeting on Tuesday, March 24, 2026, at 4:00 p.m. or at the call of the Chair.
