Regular Council Meeting

BE IT RESOLVED THAT: The agenda be approved as amended pursuant to the addendum.

BE IT RESOLVED THAT: Council do hereby adopt the minutes of the Regular Council Meeting held on October 15, 2025, as circulated.

BE IT RESOLVED THAT: Council do now hold a Statutory Public Meeting pursuant to the Planning Act, R.S.O. 1990, c. P.13, to consider the following application(s): Application Z7-24 by applicant/owner County Road 109 Developments Limited c/o Ed Dimillo for property location 204044 County Road 109, West Part of Lot 15, Concession 16; Part 1 on Reference Plan 7R-2721.

BE IT RESOLVED THAT: Council do hereby adjourn the Public Meeting and resume regular business.

BE IT RESOLVED THAT: Council support the proposed amendments to the Grand River Source Protection Plan and Assessment Report, as required under Section 34(3) of the Clean Water Act , 2006.

BE IT RESOLVED THAT: Council receive the report Council Remuneration Market Comparator Analysis for information.

BE IT RESOLVED THAT: Staff report regarding the 2026 Regular and Special Council Meetings Schedule, be received; and That Council approve the schedule as presented.

BE IT RESOLVED THAT: Council for the Corporation of the Township of East Garafraxa object to the Strada Aggregates Inc. Permit to Take Water and the application to the Ministry of Natural Resources for a licence to operate a pit and quarry below the water table; and Further that staff are directed to submit letters of objection, as provided by the County of Dufferin, through the Environmental Registry of Ontario (ERO Number 025-1082) before the deadline of November 1, 2025 and Environmental Registry of Ontario (ERO Number 025-1005) before the deadline of November 17, 2025.

BE IT RESOLVED THAT: Council do hereby grant the Hillsburgh Snow Roamers Snowmobile Club permission to run a section of trail on sections of Township road allowance and/or Township owned property as indicated in Schedules A and B for the upcoming 2025-2026 winter season; And that staff be directed to execute the Memorandum of Understanding; And further that Hillsburgh Snow Roamers Snowmobile Club provide the Township with the necessary insurance.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a by-law to confirm the proceedings of the Council of the Corporation of the Township of East Garafraxa at its meeting held on October 28, 2025, and that it be given the necessary readings and be passed and numbered 38-2025.

BE IT RESOLVED THAT: Council do now adjourn to meet again for the Regular Council Meeting on Wednesday, November 12, 2025, or at the call of the Chair.
