BE IT RESOLVED THAT: The agenda be approved as circulated.

BE IT RESOLVED THAT: Council do hereby adopt the minutes of the Regular Council Meeting held on November 26, 2024, as circulated.

BE IT RESOLVED THAT: Council do now hold a Statutory Public Meeting pursuant to the Planning Act, R.S.O. 1990, c. P.13, to consider the following application(s): Official Plan Amendment OPA1-24 by applicant John Cox, J L Cox Planning Consultants, owners James (Jim) and Deborah Kortleve for property location 182198 20 Sideroad, West Part Lot 20 Parcels 6 and 7, Concession 12.

BE IT RESOLVED THAT: Council do hereby adjourn the Public Meeting and resume regular business.

BE IT RESOLVED THAT: Council support Option 3: Municipal Operations as described in the Dufferin County Multi-Jurisdiction Fire Prevention and Protection Modernization Plan, in dissolving the current Grand Valley District Fire Service Board; and, THAT Council upon dissolution of the Grand Valley District Fire Service Board agrees to enter into a fire service agreement with the Town of Grand Valley for Fire Services; and, THAT Council forward a copy of this resolution to the County of Dufferin, Town of Grand Valley and Township of Amaranth.

BE IT RESOLVED THAT: Council receives the Streamlining Procurement By-Law Report dated December 2, 2024; and THAT Council adopt the updated Procurement Policy, as presented; and Further that the appropriate By-Law be passed.

BE IT RESOLVED THAT: Council receive the Budget Update at November 30, 2024 report dated December 3, 2024; AND THAT Transfers be approved of unspent 2024 funds to Reserves, as follows: Transfer $100,000 to a Reserve for Incomplete Special Projects Transfer $30,000 to the Staff Transition Reserve Transfer $50,000 to start a Township Building Rehabilitations Reserve Transfer any remaining 2024 Net Surplus to the Tax Rate Stabilization Reserve

BE IT RESOLVED THAT: Council receive the report on Municipal Amalgamation – Background Information and Proposed Approach dated November 26, 2024, for information and discussion; and THAT Council review and approve the technical review study criteria to evaluate another municipality; and THAT Council direct the CAO to proceed with the technical review of the Township of Amaranth.

BE IT RESOLVED THAT: The Consultant Planning Report dated December 4, 2024, for Official Plan Amendment Application OPA1-24, for property location 182198 20 Sideroad, Concession 12, West Part Lot 20, Parcels 6 and 7, be received; and That Council adopt Official Plan Amendment Number 10 with respect to application file OPA 1-24 having considered any additional comments received; and Further that staff be directed to submit the required documentation to the County of Dufferin approval in accordance with the requirements of the Planning Act.

BE IT RESOLVED THAT: a Closed Meeting of Council be held pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reason(s): 16.1 Strategic Planning/Direction Personal matters about an identifiable individual, including municipal or local board employees; a proposed or pending acquisition or disposition of land by the municipality or local board; labour relations or employee negotiations. 16.2 Education Session Purpose of educating or training the members. 16.3 Adoption of Closed Meeting Minutes

BE IT RESOLVED THAT: Council resume regular business in open session. Staff instructed in accordance with Closed Meeting discussions.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a by-law to adopt an updated policy for the procurement of goods and services for the Corporation of the Township of East Garafraxa, and that it be given the necessary readings and be passed and numbered 44-2024.

BE IT RESOLVED THAT: Leave be given to introduce a by-law, being a by-law for the adoption of an amendment to the Official Plan for the Corporation of the Township of East Garafraxa, and that it be given the necessary readings and be passed and numbered 45-2024.

BE IT RESOLVED THAT: Leave be given to introduce a by-Law, being a by-law to confirm the proceedings of the Council of the Corporation of the Township of East Garafraxa at its meeting held on December 10, 2024, and that it be given the necessary readings and be passed and numbered 46-2024.

BE IT RESOLVED THAT: Council do now adjourn to meet again for the Regular Council Meeting on Tuesday, January 14, 2025, at 2:00 p.m., or at the call of the Chair.
